Yes, the Nixon allusion is intentional.
At this point, my assessment of the Bush administration is that when they don’t have anything big to lie about, they just lie to stay in practice. Some of the lies are common, garden-variety, baldfaced lies. Some are a more insidious type, though. Those are the lies where they just don’t care what the truth is, they’re gonig to tell us what they think will serve their purposes at the moment with complete confidence that we’re going to believe them even though we may know the facts to be different or remember that the lie they told last week completely contradicts today’s lie.
Don Rumsfeld is the master practicioner of that flavor of lie, as demonstrated by this article from the LA Times:

Defense Secretary Donald H. Rumsfeld on Friday criticized a U.S. military program that pays Iraqi newspapers to plant stories favorable to the American mission, and mistakenly said the Pentagon had shut down the program shortly after its existence was revealed.

“Mistakenly said”. Oh, come now. I was born at night, but it wasn’t last night. There was no mistake. Rumsfeld said the thing that most suited his purposes, and he said it intentionally. These people have long since lost any benefit of the doubt.
They. Just. Lie.
